Dr. Michael Horan has been practicing psychiatry for over 40 years. He graduated from Creighton University School of Medicine in 1973 and then completed his internship at Albany Medical Center and residency at Georgetown University Hospital.

Joyce Briscoe-Neale, LCSW-C
Joyce Briscoe-Neale has forty years of experience as a social worker counseling children, adolescents, and adults in individual, couples, group and family counseling. Ms. Neale began her career providing psychiatric social work to inpatient adults and discharge planning services to state inpatient adults transitioning into the community. She also provided primary clinical and administrative services to adolescents and their families. Ms. Neale has provided psychotherapy services for clients at Apex for seven years and continues to enjoy working with adults and families in the community. In addition to working at Apex, Ms. Neale is a school social worker with Baltimore City Schools.
Rachel Muniz, LCSW-C, CSAC
Rachel Muniz received a Bachelor’s degree in Psychology in 1997 at the University of Tennessee and a Master’s degree in Social Work from Radford University in Virginia in 2001. Rachel is a clinical social worker licensed to practice in Maryland and in Virginia and has her certification in substance abuse counseling. She has over 18 years of experience and training working with issues related to depression, anxiety, trauma, loss, thought disorders, substance abuse and personality disorders. Rachel works primarily with adults, adolescents, families and couples with a focus on creating a strong therapeutic alliance and working in a collaborative manner with individuals to achieve their goals.
Louisa Footman, LCSW-C, Ph.D.
Before joining Apex in 2011, Louisa Footman worked as a field based therapist, a school-based mental health specialist, a family intervention specialist, and a substance abuse counselor.
Jeffrey Aviles, LCSW-C
Jeffrey Aviles graduated from Rutgers University in 2013 where he earned his Masters of Social Work. He became one of the first students to complete their addiction certificate program. Jeffrey has also completed courses at the Beck Institute of Cognitive Behavioral Therapy and has worked in both private practice and traditional agency settings, where he has honed the necessary skills in order to treat children, adults and couples. His specialties include: couples therapy, anxiety, depression, stress management, PTSD, self-sabotaging behavior, and family conflict and life transitions.
Emnet Kflu, NCC, LCPC
Emnet Kflu enjoys working with patients who suffer from depression and anxiety disorders, including post-traumatic stress disorder. She believes therapy is a step-by-step process, and wants to help clients through that process so they can learn the skills to work through their mental health issues. She received her Masters of Science in Counseling from the University of Bridgeport in Connecticut in 1999. Before joining Apex, she conducted individual, family, and group therapy with children in foster care and persons recently released from prison, and has extensive experience in the fields of addiction and trauma.
Jessica Alexy, LCPC
Jessica Alexy earned her B.S. in Psychology from the University of Maryland in 2018 and went on to earn her M.S. in Clinical Mental Health Counseling from Johns Hopkins University in 2019. She helps people providing a safe, nonjudgmental space where they can unpack their past and current life circumstances while providing tools and empowerment for the future. She works with her clients to explore their thoughts, feelings, behaviors, and environment and the role each play in shaping one's current circumstances as well as where changes can be made to the life they want to live.
Nadia Maghsadi, LCPC
Nadia Maghsadi holds a degree in mental health counseling from Johns Hopkins University and is currently pursuing a doctorate in clinical psychology. She has experience working in detention centers, substance abuse programs, inpatient psychiatric hospitals, outpatient telehealth and family therapy clinics. She holds additional certifications in treating trauma and problematic sexual behaviors, and is also a yoga teacher. Nadia comes from a Middle Eastern background and loves to support her BIPOC clients. She is warm, nonjudgmental and skilled at highlighting dysfunctional thoughts that get in the way of clients reaching their goals.
Jonathan Rosenblum, LCSW-C
Jonathan received his Master of Social Work from the University of Maryland School of Social Work in 2016 and has since worked with a diverse client base. He studied social work and psychology in El Salvador and is fluent in Spanish. He is trained in various modalities including trauma treatment, cognitive behavioral therapy, and mindfulness-based approaches. He has experience working with adults, families, and children treating depression, anxiety, trauma, and grief work. His non-judgmental approach allows clients to explore their problems, find their strengths, and achieve their goals.
Margie Deck, LCSW-C
Margie has been a psychotherapist for over 25 years. She is experienced working with adults who struggle with depression, anxiety, grief, women’s issues, substance abuse and schizophrenia. She enjoys working with the elderly and caregivers, and people with developmental disabilities, TBI’s and cognitive issues. She uses an eclectic style in a supportive manner, building rapport but also challenging people to look at themselves and reach their potential. Humor is really important in her work and she has a calm demeanor. She loves animals, nature, music, walking, puzzles and striking up conversations with all kinds of people.
