Agneta Mitchell, Ph.D.
Harvey J.D. (Dick) Brown, Ph.D.
Michael Horan, M.D.
Dr. Michal Horan has been a general psychiatry practitioner for forty years. After graduating from Creighton University School of Medicine in 1973, he completed his internship at Albany Medical Center and residency at Georgetown University Hospital.
Joyce Briscoe-Neale, LCSW-C
Joyce Briscoe-Neale has forty years of experience as a social worker counseling children, adolescents, and adults in individual, couples, group and family counseling. Ms. Neale began her career providing psychiatric social work to inpatient adults and discharge planning services to state inpatient adults transitioning into the community. She also provided primary clinical and administrative services to adolescents and their families. Ms. Neale has provided psychotherapy services for clients at Apex for seven years and continues to enjoy working with adults and families in the community. In addition to working at Apex, Ms. Neale is a school social worker with Baltimore City Schools.
Rachel Muniz, LCSW-C, CSAC
Rachel received a Bachelor’s degree in Psychology in 1997 at the University of Tennessee and a Master’s degree in Social Work from Radford University in Virginia in 2001. Rachel is a clinical social worker licensed to practice in Maryland and in Virginia and has her certification in substance abuse counseling. She has over 18 years of experience and training working with issues related to depression, anxiety, trauma, loss, thought disorders, substance abuse and personality disorders. Rachel works primarily with adults, adolescents, families and couples with a focus on creating a strong therapeutic alliance and working in a collaborative manner with individuals to achieve their goals.
Elizabeth Foss Delaney, LCSW-C
Betsy joined Apex in July 2014. She earned her MSW from The University of Pennsylvania, and has spent many years working in medical and outpatient mental health settings. She works with adults who are challenged by Anxiety, Depression, Grief/Loss, Adjustment Disorders, and Life Transitions. She uses both psychodynamic and cognitive behavioral therapy to help people recognize, understand, and then change destructive thought and behavior patterns. She believes that every person has unique strengths and abilities, and that a safe, nonjudgmental team approach is the best way to promote healing, growth, insight, and lasting change.
Louisa Footman, LCSW-C, Ph.D.
Before joining Apex in 2011, Louisa Footman worked as a field based therapist, a school-based mental health specialist, a family intervention specialist, and a substance abuse counselor.
Jeffrey Aviles, LCSW-C
Jeffrey Aviles graduated from Rutgers University in 2013 where he earned his Masters of Social Work. He became one of the first students to complete their addiction certificate program. Jeffrey has also completed courses at the Beck Institute of Cognitive Behavioral Therapy and has worked in both private practice and traditional agency settings, where he has honed the necessary skills in order to treat children, adults and couples. His specialties include: couples therapy, anxiety, depression, stress management, PTSD, self-sabotaging behavior, and family conflict and life transitions.
Carmen DeMatteo Jr., LCSW-C, CAC-AD
Carmen is a graduate of UMBC and holds a Master's degree in Social Work from the University of Maryland at Baltimore. He is licensed in clinical social work as well as substance abuse and is certified in trauma work. His specialties include dual diagnosis and solution-focused therapy. He incorporates pet therapy in his practice to facilitate the healing process and is a firm believer in the holistic approach, self actualization and that no one is beyond help.
Jess Dunn, Ph.D.
Jess Dunn, Ph.D. received her doctorate in clinical psychology from Duquesne University in Pittsburgh, P.A. in 2018. Prior to that she was practicing at the Master's level for over six years. Her style of therapy is a mixture psychoanalytic, psychodynamic, and existential theories and techniques. Jess has experience working with patients who suffer with mood instability, anxious or obsessive thoughts and feelings, those who have experienced trauma and loss as well as those struggling with general issues in living, working, and loving. She has experience and enjoys working with people who identify as LGBT+, queer or kinky, with racial, ethnic, and religious minority individuals, and those from a range of socio-economic statuses. She meets with patients from once to three times weekly depending on patient need and comfort.
Emnet Kflu, NCC, LCPC
Emnet Kflu enjoys working with patients who suffer from depression and anxiety disorders, including post-traumatic stress disorder. She believes therapy is a step-by-step process, and wants to help clients through that process so they can learn the skills to work through their mental health issues. She received her Masters of Science in Counseling from the University of Bridgeport in Connecticut in 1999. Before joining Apex, she conducted individual, family, and group therapy with children in foster care and persons recently released from prison, and has extensive experience in the fields of addiction and trauma.
Curtis D. King, NCC, LCPC
Curtis D. King is a graduate of Loyola University in Maryland, earning a Master's Degree in Clinical Pastoral Counseling. Curtis is a Licensed Clinical Professional Counselor and a Doctoral Student at Neumann University in Aston, Pennsylvania. Curtis welcomes the opportunity to work with adults applying Choice and Cognitive Theory in the treatment of Depression and Mood Disorders, PTSD, Anxiety, Adjustment Disorder and Spirituality Issues.
